Webster’s dictionary defines Recertification as the act of (re)making something official and Continuing Education as any form of learning provided for adults. Generally, certification or recertification includes an examination to determine an individuals knowledge and competence on a particular subject. On the other hand, continuing education is simply a course offered to assist an individual in better understanding a particular subject.
As this topic relates to a Louisiana Water Supply Protection Specialist (WSPS) endorsed plumber or an Approved General Tester, original certifications were obtained by an individual through the successful completion of a 40-hour training course in accordance with ASSE 5000 Series regulations. Section 2.1 of ASSE Standard 5110 specifically states “The certification shall be valid for a period of three (3) years.” The standard further states the examination requirements necessary to recertify beyond the initial 3 year period.
Continuing education is policy implemented by the State Plumbing Board of Louisiana to ensure that WSPS endorsed plumbers are obtaining appropriate knowledge in the area of backflow prevention. No examination is necessary or required in the continuing education policy. As a result, continuing education does not meet the requirements of ASSE Standard 5110 for recertification.
